Consequences to actions. Now that is another thing we're missing. If say we're fighting in New Bedford and I use power surge and short out a city block people are gunna look into it. After all this is the industrialized world where black outs are fairly uncommon even with the decaying state of the power grid.

Coming from the Glasswalker who blacked out half whole cities on a couple of occasion (I may be exaggerating but I did use that gift /a lot/ and on a big scale)... I sort of agree.
