In order to teach a talent or a skill the teacher must know +1.
(example, Jeff has Stealth 3 he can teach Jim Stealth 2)
In order to teach a knowledge the teacher must have the level you are looking to learn
(example Nick has Cosmology 4 he can teach Ken Cosmology 4)
According to the house rules, how does character learn level 5 of a skill?

Nice catch! x5's are allowed to teach x5. Anything below x5 in a skill requires a teacher of one level or higher. It's always been that way (in RAtC, at least)... The bit about 5's teaching 5's must have been dropped inadvertently during an update at some point.

How does a character learn a level five Edge in Hunter?

Get stabbed in the eye because Hunter sucks?

If you get a level 5 edge you go crazy and the GM takes your character away.

Actually, according to the rules of Hunter, you get a free derangement for every point of permenant conviction you get on a virtue path above six. If you get a seven or higher, you can't have a normal life anymore, you hunt full-time!
