[OWBN-COUNCIL] Proposal: New Genre Coord

It has been brought to my attention that the most common character
type, both by canon and genre, has no Genre Coordinator.  I therefore
propose the position of Mortal Coordinator be added to the bylaws, and
that I fill this position until the next regular Coordinator
elections.  As this genre has been completely unregulated in the past,
I will require that all games send me sheets for all the mortals in
their setting, PC and NPC.  I will also be claiming all mortal NPCs
not already controlled by a Chronicle.

Additionally, I have noticed a very large number of mortal characters
of a particular type that in fact makes up less than 10% of the global
population.  I would like to stop this abuse by proposing that the
Caucasian (white) race be made Coordinator Approval (no
grandfathering).  This will apply to white supernaturals as well.
